Each year, The Rusticator’s Emporium organizes Scarecrow City and the Hallowell Scarecrow Festival.
Hallowell becomes Scarecrow City from Sep 21st - Nov 4 as businesses, orgnizations and individuals put up creative scarecrows along Water Street.
The Scarecrow Festival features a Mini-Market, Food Trucks, and Backyard games.
